Where to get cheap lights?

Well I'm starting a new grow and I'm looking for good lights. Right now I'm looking at a 2 foot, 2 bulb t5 fluro grow light and the cheapest I could find is 100 dollars. Here's the cheapest one I found so far. If any one can give me help on that I would appreciate it.. and if you can find something cheaper and works just as good thanks. I'm kinda low on cash and I'm not trying to raise the electricity bill.

Well, im about to make your day. You can go to walmart and get 2 48" t12 fluorescents for cheap. The ballast is 9.99 and the lights are a couple bucks. Im using them myself and they do just fine.
