wheres da bud

im in week three of flowering my ww plants and i have white hairs out the hoohaw but no bud formation yet. is this normal?

fuck dude my camera is broken! but i`ll try to describe it for you. theres white hairs coming out on every extension of the plant. the top the side leaves everywhere. they came out in twos at first now its like six to eight sets of hairs. i know i may sound stupid but please tell me what you think.
