Which flowering stage for highest intensity

I have plants that are between 1-30 days in the flowering room. I have 2 1000's at different levels, my question is at which stage of flowering would I benefit from having the plants at the highest intensity light in the room. Budformation or peak flowering? Thanks for your replys

when would highest light be least important?

If you need to choose one of them , then last couple of weeks of Flowering(depends on your strain) is the best.(according to Bible)
