White hairs but no buds

I have had a plant growing now since October now although I started the flowering cycle late it has still not budded properly. The rest of the plants have been harvested except one. The plant is covered in white hairs and is massive. The hairs are now turning brown like on the other plants, so I don’t know what to do. I was thinking I could dry it and turn it all into hash? Any ideas?
