White spots... Mold? Bugs? Weather related?

I've been out of the game for a few years now but my brother is growing some outdoor plants and he's well into flowering and found these spots on his leaves. Never seen it before. Doesn't look like PM to me as it doesn't wipe off. Bugs have been chewing on leaves as well and even spots where this white stuff has been. It has been worse on the plant in the back that gets less sunlight. What do you guys think?

The one at the back that gets less sun might have the most because that shade is provided by a tree above it where birds gather?

Any chance at salvaging them? If it was PM, I was going to tell him to cut off any visible spots or leaves that had it, then spray down the plants with a mixture of water and apple cider vinegar. Its really only made it to some buds on one plant and some have barely any on them.

Some kind of mildew. If its only in one area cut it out first. Then see what other actiona you can take.

Better get on that fast!!! Lost 2 plants to PM so far. Nothing sadder than throwing close to two pounds away. It spreads fast.

Going to tomorrow after work I guess. What would you consider unsalvagable? Hasn't really made it to the buds at all except the one plant, a few have some leaves with it and others have barely any.

Is your bro doing any kind of foliar spraying like possibly CalCarb from xtreme gardening or a biological that uses talc powder as a carrier agent?
Or was he washing a paint brush nearby and water was getting on his plants?

Not spraying them with anything or doing anything that would leave a residue on them like that. I told him I didn't think it was PM but I never dealt with it personally so I don't know for sure. The plants are in shade for the first part of the day and are rather wet from the dew for quite a while.

So is it PM or not? Could it be a different Mol or moldew? If you look at the background you can see other leaves with it on them including the tips and sides of the blades. I seen on another site that some bugs cause it from sucking the chlorophyll out of the plant.

What I'm seeing in the pics does not look like PM at all. Could it perhaps be a disgruntled neighbor that tossed something on the plant?

It doesn't look like pm I've dealt with before. I have had good results removing pm with a weak water/hydrogen peroxide wipe though. Honestly from the pic it looks as if somehow incedentlly something got splattered on it that dried into a residue that Could be causing poor health hence bug prob too. Just my 2 ¢

Although this post is old , this is PM at least outdoors in a humid environment, tends to look different in a dryer climate imo. Otherwise birds shit on 1000s of my leaves in September/October every year and miss the surrounding foliage, shit they are accurate
