worst: ahhhhhhhhhhhhhhhhhhhh theres so many. I have only lived threw a handful so far, so I'd say Bush. Shit started really getting bad around his term, but it was just trickleing doowwwwn.

It is a loose coupling between a lot of levels and walks of life resulting in a situation that is mostly fucked up, but stumbles along with no one, really, getting exactly what they want. SNAFU

Why does Bush get such a hard time?

The War of Terror wasn't he doing, he was just the patsy-in-chief for that.

The economy tanked because too many people were given and took loans they couldn't afford.

Did Bush co-sign on behalf of those people?

No one cares Truman commited mass murder with radiation sickness. The ones who vaporized were the lucky ones.
