25 aint bad in fact its pretty good,but where are you taking the temps from is the gage at the plant top's i have a thinking it may be a bit hotter than that

that looks like a hps light to me and not a mh . and can you zoom in moreo n the plant with the hps off with a white light on .

If your plant is that small at 4 weeks it's probably cause you overwatered it and have a root problem now. It's very imporntant to let pot dry out completely at that stage to let the root expand alot before watering again.

Yes I think I was overwatering because now I'm letting it dry out new growth has started appearing but still no height gains
