Even if the plant was re-vegging (which it clearly isn't), the single bladed leaves (not leaf) would be at the top with the new growth. Normal top growth, with funky twisted single bladed growth below, would signify that the plant had grown out of the re-vegging stage and back into normal vegetative growth. EDIT they took less than 4 weeks to veg in a very small veg cabnet under 40w of t5 light
