why my plant grows extremely slow?

Hi, this baby is 1month old. There are two plants in the images the desert bush looking one was broken accidentall and i didnt remove the plant anyways broken plant was growing great though it achieved that growth of 1month plant in a week!
I am guessing the reason for slow growth on this tiny one should be i bought good soil for the broken one and for the slow growing one i took soil from tomato area from some garden.
I use 1x60W & 1x 23W 6500k CFL
Humidity and temperature and ventilation is reasonably enough.

and yes i use aluminium foil since mylar is quite extreme and i plan to make a better growbox in future so im saving mylar or money of it for it

Are roots coming out the bottom? Had a similar problem as yours where plant growth was healthy but suddenly stopped, coinciding with lower fan leaves dyeing off. Transplanting to larger pot fixed this up immediately and plants took off after the roots got some space to spread out.
Roots affect the size a plant can grow. People who grow Bonzai trees grow in exceedingly small pots and actually trim the roots of the tree on a semi-regular basis. This has the effect of keeping the plant small and also keeps the leaves at a miniature size. Good for Bonzai trees, but not for weed. See if upgrading pot size has any effect. Otherwise the plant looks pretty healthy to me.
Anybody else agree with this?

u got it a nutshell ,just any random soil from backyard is prob diseased

your spider like fingers are intimidating at the least , i will have night mares from now on ...what is the white powdery residue on the rim ?salt accumulates like that and will cause slow growth
