will 4 x23 w 6400k be enough for veg?

I think you will need allot more lights for flower I don't think that will even be near enough for flowering as the plants go quite big.

I wouldn't see why not but you may want to use more light to hit blind spots

it depends how big your grow is. for one small plant that would probably work, but for much more i would go with more lights, especially for flower. you can get 55w 2700k bulbs at walmart, or try lowes or home depot.

Key word being small. If you only veg for a week or two, keeping it small, (4) of those 23w will flower one, and can have some impressive results- for cfl's. If you veg one out for much longer than that, you'll get plants too big to effectivly light. I used them on autoflowers for a while, and they did alright. Used a 2 head floodlight, with "y" lamp splitters in each for a total of 4. They were adjustable, made it easy to spread or concentrate the light as needed.
But auto's generally stay small, too.
Strains that are short and bushy will fare better than tall sativas.
And, as m3d pointed out, you can get some considerably bigger cfl's, too.
