Pompous asshole here:
Typical black lights, the purple-looking ones, also called black light blue bulbs, put out mostly UVA, with a tiny bit of UVB if you're lucky. As far as I know, UVA doesn't do much for your plants, as it isn't even strong enough to give you a sunburn if sat under for hours. UVB however, is the part of the spectrum that is harmful to you, and the plants, which is why they put out more trichomes to defend against it, thus the frostier buds. I have a fluorescent black light tube that I haven't even bothered to put into my grow, because from what I've read it won't do much of anything.
Now if you go get a UVB bulb like the ones at the pet store for reptiles, that would certainly have much more of an effect. Just as with the visible lights needed for growing, the spectrum/wavelength matters here, and typical "party" black lights don't put out the right spectrum.
