Will this make a good potting soil/compost?

Hi, so my mom has 2 horses and she stores their crap and other waste in this big pile. Just wanted to know do you think it would make a good potting soil? It smelt very much like compost which lead me to think it may be a good option.

It contains : Horse Manure
Horse Urine
Wood Shavings
Soil
Worms
and a few other little things such as roots, dead plants, rotten sticks etc.

and it also has some grey/white hairs in some spots, which I guess is mold. But it seems to have disappeared after flushing some water through.

*Please note it is wet as I just poured like a quater of a bucket into it. It soaked most of it up with in like 30 seconds but when I touched and felt the soil it felt really moist and some water began to drop out of the holes in the bottom of the pot. Is that a good thing or a bad thing?*
