Wilting 4 inchers

Hey I've checked the plant problem section and I think my problem has to do with watering.
I've got 4 42w cfl 6500 with two 13w 2700 cfl's, the temp is 80F with 50% humitity, on 24 hours light.
I m looking for a possible problem if it isn't watering and any solutions would be a great help

looks like wilting from over watering... whats the ph and how often are you watering theses plants?

Not sure of the ph (whats the best tester) and I'm watering when the soil looks like its drying up
