Don't short them. Don't ask me why. Ask meanwell. It's the datasheet. it does not have anything below 1V or 10K ohm
meanwell suggests disconnecting AC for 0% dimming.
If you short then 0%. Won't damage driver but not good either. Leave open if you don't have 100k pot. Open gives 95%-108% power. See datasheet

The HLG series among others cuts the current output before dimming reaches zero, so perhaps this would kick in in the event of a short? Or there is still a momentary discharge if shorted during operation?
