I agree. I live in flat and just started running 600w and that's my comfort level. My brain works out that I am also upgrading my lizard enclosure too soon and gonna be sucking like 400/500w in heat bulbs itself *face palms* any suspicion from land lord that be my answer as he knows I have a few lizards. I do know of people on the grape vine running that sort of amount like your talking and been fine but yet way beyond my comfort level. Running that quantity of lights works better in a small house in my opinion. Also the heat harder to deal with in a flat. Air con massively adds to the bill is that's the rate your looking.
Remember the wiring in the flat will need to be checked out too. I am not sure how you could run that many watts on one breaker and unless your electrician may be hard to find an excuse to get one out to kit out a new breaker.
