My brain works out that I am also upgrading my lizard enclosure too soon and gonna be sucking like 400/500w in heat bulbs itself *face palms* any suspicion from land lord that be my answer as he knows I have a few lizards. I do know of people on the grape vine running that sort of amount like your talking and been fine but yet way beyond my comfort level. Running that quantity of lights works better in a small house in my opinion. Also the heat harder to deal with in a flat. Air con massively adds to the bill is that's the rate your looking.

Remember the wiring in the flat will need to be checked out too. I am not sure how you could run that many watts on one breaker and unless your electrician may be hard to find an excuse to get one out to kit out a new breaker.

If the police are investigating you, they can go to the power company and get your records, but you don't get turned in for high electrical usage. My electric bill where I live is 200 to 250 a month higher than previous tenants. In 4 years no questions, no problems. I mean really? The electric company doesn't know what I own to judge my power consumption.
