Some are some are not if its a 240v only it will run off 110 but will be dim..no mater how many cords you pu on it.....

the ballast and light should have 2 cords, the wierd looking one goes from the light to the ballast. then there should be another that goes from the ballast to the wall outlet. it looks more like a computor power cord

The female end is the same as my comp power cord...... are they the same size ??..looks like a comp cord would work..

Don't cut that cord and jerry-rig it. Use the correct cord for the ballast that you have. The cord is a "NEMA 6-15R", and yes that's American. It's used for equipment that need 240 volt @ 15 amps.

Many ballasts are multi voltage, accepting 120v/240v/277v/480v. It will be labeled on the ballast. If it will accept 120v, then just make it easy on yourself and get a different cord.
