I think your friend is trying to say that there is too much variability in the genetics of cannabis. The strains get crossed so often that the phenotypes of a certain strain that made it popular might be rarely found in the offspring.
Apple trees are the same. If you want a red delicious apple tree then you must buy a clone, because if you plant the seeds from the red delicious apple then the resulting tree would likely produce apples that would be very different from the apple that you ate.
