Yellow/brow tips

I cant decide what is wrong with my plant. Can you guys? Yellow/ brow tips on middle leafs. and white/yellow leafs on the bottom part of the plant. There is roots organic soil with a small amount of extra nitr. and phos. mixed in the soil. I am going to trans plant into super soil soon

Also I have been spraying with neem oil for about a week and I find more and more bug everyday. Any help with outdoor bugs?
