Medical Device Excise Tax
On Dec. 5, 2012, the IRS and the Department of the Treasury issued final regulations on the new 2.3-percent medical device excise tax (IRC §4191) that manufacturers and importers will pay on their sales of certain medical devices starting in 2013. A 10-percent excise tax on indoor UV tanning services went into effect on July 1, 2010. Payments are made along with Form 720, Quarterly Federal Excise Tax Return. There's also an exception for certain physical fitness facilities that offer tanning as an incidental service to members without a separately identifiable fee. wooops, looks like you found another "new layer of bureaucracy". once a year, they may have to add an extra row to their speadsheet to account for this tax. this will cost companies precious and expensive seconds of time per year.

i've put on thin coats of polyurethane that are thicker than this "new layer of bureaucracy" that will surely affect us all (read: almost no one whatsoever and certainly no seekers of medical care).

be proud, i've got to give you the technical victory here, which is the best kind of victory for a bureaucrat.
