Umm, no he doesn't. He had the right to use that sidewalk and so did GZ, for any legal purpose either of them chose. TM had the right to use it as a means to return home and GZ had a right to use it to "observe" suspicious or non-suspicious individuals. GZ also had to right to approach ANYBODY and initiate a conversation on that sidewalk. No one has any "right" to not be addressed verbally. Just like TM had the right to ignore GZ, tell him his business or tell him to get fucked.
NO laws were broken until one of them initiated physical contact. And since GZ's account is the only one that was presented, that's the one we'll be using. Unless you got some video of GZ initiating physical contact, you have nothing but conjecture. Putting GZ in jail with the evidence they had, would have been a monumental travesty.
