The position you hold has driven precisely ZERO meaningful policy. Unless you count a few million dollars to form a task force to devise a program to possibly train people to install and repair solar panels that almost no one is buying. When you study averages you tend to ignore extreme variation such as say, a record low or high temperature. Two cold days easily make up for an extremely hot day and then some. So when I say that a study used only average surface atmosphere temperature, it is a very small data set.
