A massive storm 3 times the size of Katrina hit Texas in 1803, but since no one lived there, not much damage was done.
Which is worse? The storm with 400 MPH winds that destroyed a camp site and killed one person, or the Storm with 120 mph winds that flooded 400,000 homes and killed 50?

In its 2013 Atlantic hurricane season outlook issued today, NOAA’s Climate Prediction Centeris forecasting an active or extremely active season this year.
Reality:
- The 2013 Atlantic hurricane season was the first since 1994 with no major hurricanes,[nb 1] and the first since 1968 with no storms of at least Category 2 intensity on the Saffir–Simpson hurricane wind scale.
LOL So much for NASA's alarmist predictions.
You just can't use monetary damage as the yardstick by which to measure weather severity.
Oh but it does, NASA predicted a potential extremely active hurricane season for 2013, so a one year measurement of the year 2013 is the only data needed, unless you can say there are multiple 2013's.
