But CON laws prevent hospitals from shutting down and then opening up in another community.
And in under served community's. CON laws don't stop hospitals from opening up.
Problem is for profit hospitals don't want to open up in under served community's.

CON laws do not prevent a hospital from closing. I can open another hospital anywhere I want (as long as my CON is approved) and close any hospital I want.
Of course they don't stop them from opening in underserved areas. That's what the need part of certificate of need means. Geez...
But why can't I open one across from the shitty local hospital nobody likes but has to use because CON are not approved for competition? Because, as you know, somebody somewhere decides that for us working with CONs.
