That seems a too simplistic. Are there not market reasons for it? For example, if you made 40000 Euro in France gross, how much would you pay in US taxes? And perhaps more importantly, in what currency would those taxes be paid?

In Canada, once you are gone 6 months, your 'duty' to pay taxes stops (at least on personal income) and your income overseas is not a factor (unless you bring all that great wealth back to Canada) IIRC.
