The fact is, Bush did leave this in a lurch, and so did Obama, in order to plug the gap for Iran's route to the sea. The Iraq Sh'ia govt was intending to let Iran through there.
As I said, this is an old conflict about Wasab against Iran Sh'ia and Bathist Gestapo against Wasab Sunni.
We pulled the plug on Baathist Gestapo, like the evil Baron Harkonnen, pulled the heart plug from his slave in Dune.....just for fun and payback.
So, Saadam blew it, and neither Bush nor Obama could get a protection for US Gis against Sharia Courts. That is the Protection of Forces agreement, you cannot have with an Islamic State, obviously. Islam is not a religion, it is Governance. Everyone else is cool with the way the UCMJ works in their country. We punish our Troops, not the "laws" of the country we are protecting.
The Iranian backed govt of Iraq would not allow it, so we allowed ISIL, by just pulling back and let what we were preventing, go ahead and happen.
Those are the hard cold facts.

I really wish to discuss this with you. And the answer is simple.
We are the only Country that is not really a Country if all the others are called that.
We are in self rule. We are all Individual Sovereigns, each of us are actual and legal Kings and Queens. I am not making this up.
We banded together as States and the States came together and wrote up our Rules of Self Rule. The British said, What? We said, Eat Lead.
So it is better to say, that Americans are the biggest and most bloodthirsty killers in the world to protect our unique system. The British, Germans, Chinese, Japanese, and Russian, know better than to mess with us. But, we mess with them...because we can. We keep the world stirred up, on a low simmer, so it cannot boil or burn.
And since we run the system, WE the American People get to decide who and when we go a killing. And we say, Like we did in Viet Nam when the govt will stop the killing.
So, if Americans decide to back Iran and their Nukes, and even let Iran bake one off on Mosul, we will.
