if IPs don't lie, then how is ti that i can be in colorado one minute, hawaii the next, and south africa the next?

Actually IP addresses can be spoofed quite easily. Simply using Tor browser and a few other local apps, one can easily spoof multiple IPs or target one IP and reuse it over and over. So no, you are wrong there, IPs do in fact lie.
