One step might be to cease being "citizens" on an involuntary basis. It only encourages them.

Individuals determine happiness on their own merit. Your definition of happiness can be far different than mine. Different strokes for different folks. Too many people out there thinking that everyone needs to think and feel just like them. It doesn't work that way.
