That was based off of the upper most estimated cost of
each of Bush's five Africa "good will" trips*.
You really need to read up on your current events because I remember when I was studying this reading a Washington Post article from a Republican that was railing on Clinton for launching missiles against Bin Laden as just a way to get the public's mind off of the Lewinsky affair.
