More animal abuse from my neighbors

I knew I posted something about this before so I did a search, this thread came up from May, 2012, so this has been going on for at least that long. The following clip came from the next spring in 2013;

And I just walked out back to see this same dog in his enclosure (about 9' x11') panting and pacing fervently and barking occasionally. 87°F right now, I've been hot as fuck all day myself..

So I'm wondering what you would advise I do about this now, and ultimately for the future because obviously these people have had this dog for a pretty long time, the only time I've ever seen it out of it's cell is on that clip I posted, and even then he was chained to the fence.. This is not how animals are supposed to be treated, this poor dog has gone through years of abuse and I can't stand it. Something has to be done, but what? If I call animal control and they take it, it will probably be put down, it's a huge pit bull that nobody would want and I don't expect it to be nice or very social with other animals from the conditions he's been living in for so long.

So help me out, what would you do in this situation?

Idk I love pits and that is a beautiful dog... Tough call to make but animal control needs to be notified I think if it is always like that.

I didn't bother looking at the video. Overly judgmental/hypocritical on my part to feel the way I do? Not to me, I'm happy to jump to conclusions in these cases.
Akin to a child divulging their abuse; I'm siding with the kid RIGHT AWAY, no need to fuck around with pages of deposition and/or 'video evidence', nope.

If he has water and shelter animal control won't do shit. Could always steal the dog but lots of dogs to steal I see them all the time tied up with nothing but water and a dog house never go for walks in the house not even a bath you pet them your hands are covered in grime.

sounds like an everyday occurrence in the south..
pit tied up or something in yard day and night .. or in a cage kennel thing
yep thats everywhere here
unfortunately
actually the same thing they do at the spca etc ..
not illegal here.. shame they dont get played with though, why get a dog

Is the dogs chain wrapped up or something? Looked like it couldnt move due to a short chain. Also, it looks like the dog couldnt lay down if it wanted to since the chain is so short and tied so high on the tree. If its hot, you could toss some ice over the fence. No harm done by doing that at least.
If the dog in fact cant lay down or walk away to shit or find shelter from the elements you could knock on the door of the owner and bring it to their attention (basically to alert them that it has been brought to your attention and you are now monitoring it) and hope he gets the drift.

you don't know that....I'd adopt that beautiful pup in a minute...if u do nothing than it prolongs his abuse and its obviously torturing you too...so make the call
The biggest thing is you go to the shelter and many dogs are worthy of a home and can't adopt them all it costs a
over $200 to get a dog from the shelter around me.

But I did take a really fucked up dog that was starving she was on this short ass rope only shelter was under the deck. She was filthy and stomach was bloated as fuck come to find out it wasn't worms just a starving dog you could see her bones not house trained. I got her healthy and somewhat house trained just had to tie her out at night cause she would piss then I gave her to someone else that would actually take care of her. But it was a free dog to begin with I didn't really want her just couldn't leave her that was about the worse shape I have personally seen a dog in but she was still a good dog bought her a Mcdouble on the way home lol, that dog loved me.

I beg you... Please call animal control. Say you want to remain annonomys. You were walking by the yard a few times on your daily walk and have seen these terrible things. That should keep you safe. Please call. If it was a child there wouldn't be a question as what to do. Even if the dog is humainely taken down. That is still a better solution. Please call for the love of dogs everywhere.

In the name of world karma, would you please at least consider suicide?

Better still, why don't we plan a visit? I'm close by and would love to meet you.

See, this is a big problem today and its not just with animals...people will turn a blind eye when someone is being beat up or mugged...but they won't forget to record the whole thing on their smart phones...I just hate anyone who is so cold hearted that they'll ignore someone else's suffering and "mind their own business". If I was still a mod I'd ban the prick, dam the consequences.
