absolutely not. Universal coverage failed in 93 and wasn't going to succeed in 2009. Your question ignores an obvious outcome. The ACA does not preclude universal healthcare later on. .So it failed in 93, and due to that you feel it should never be mentioned again?
While it lasts, the ACA provides subsidized healthcare to tens of millions and does not preclude . People are complaining about the cost of insurance coverage but can you honestly say same health care coverage would cost less today if not for the ACA?
