I'm afraid you're correct. Sessions and the el presidente don't want people smoking pot. They want people patronizing big pharma and the shitty brews America is known for such as Budweiser and Miller instead of the local, friendly legal weed dispensary.

Sessions will not use the DEA. Instead, Sessions will get a federal court order authorizing local police in Denver, Portland, and every other legal city in the U.S. to shut down legal dispensaries. This will happen before 2018.
When a president appoints to the cabinet position of AG a known anti-weed politician like Sessions, that means that the president's policy on legal weed is to shut it down.

Raids can result in more than just confiscation, as has been the recent norm in legal states.

Sessions has made a policy, and that policy is that legal weed in certain states is in violation of federal policy regarding illegal, Schedule I substances.
In the meantime, Democrat Tulsi Gabbard has introduced legislation into the House designed to remove weed from Schedule I, enabling research, legalization, and investment and banking in the product.
