The question is, do you want pre-manufactured "plug and play" lights, or are you willing to do some DIY building - nothing complex, making frames from aluminum angle/channel, and connecting wires to a power supply.
If the latter is an option, I would highly recommend looking into Samsung F series strips, or Bridgelux EB strips in 3500K. They come in 11", 22" and 44" lengths. At about $14 per strip (44") I think these are far more cost effective than COBs. 18 strips on 3/4" aluminum channel spaced 2" apart covers a 4'x4' area at $250. Cost of framing them together, maybe another $50. Another $50-100 for power supplies. So $400 per 4x4 area. Efficiency, in terms of photons per watt, could be 30% higher than HPS.
