Is it too early for nutrients?

The soil its soked. U should water around the stem. And u started in a too big of a pot. Unless is an autoflower

Its a good idea to start seeds in party cups and leave them there until 2-3 weeks old. What type of lights u using and what distance?

The wet shine and perlite on the surface along with severely stunted growth, a seedling that size shouldn't really get more then 10ml of water per day. Slow roots, slow foliage.

Well yeah it does depend on the lights & plant : pot ratio,pheno ect but basically anywhere from 2-4 weeks depending on growth speed/pot size.

Nononono. Keep cfls about 2 inches from tops to avoid streach

Also about the watering issue wait until the pot dry preaty good before watering again what that does is that the plant in search for water streach and grow bigger roots in search for water and that is what makes the plant grow and foliage grow. U want to create a strong root system. GL bruh

Not at all cfls don't put out that much heat at all u even can have them 1 inch from the top of the plant. But to be in the safe side because they grow fast in this stage and can get light burn keep them 2 inches away. Unless you checking them a lot u can have them like an inch an a half.
