Everybody is there. Mainly watching China do deals that the Western countries wont do for oil rights. With all the unrest and corruption on top of possible vast farming lands, minerals and precious metals it will or should I say has, become an extremely important area for the major players both now in the coming years.
America has been making a small fortune in the weapons trade there for some time and has been "helping" with the unrest. China now doing deals there for resources naturally means conflict as China benefits from stability (like it always has).
To answer your question the answer is- Because its what intelligent agencies do.
