Start watering and feeding those plants properly and get the lights closer. That is where you should start. You can't treat coco like soil. Those plants can be saved but you need to get on it right now. Even then the end yield will be considerably less than if the plants had been taken care of properly from the beginning.
I'm not trying to sound like a jerk but it seems you guys had more money than you did knowledge about growing cannabis. Like I said. I can't look at that picture. It's too depressing. If I had that room I don't even know how many pounds I would harvest but it would be many.
Lower the lights, start watering properly which might pose a problem because those pots are so large for those stunted plants. They could easily get waterlogged. I'd start with a quart of nutrient solution around the base of the plant until they start looking better. Then I'd start watering more while looking for roots poking out the sides and bottom of the fabric pots. Once you see roots then water daily till runoff. But those pots are too big. Five gallon is all you need for indoors. I use three's myself. Those look like seven to tens. But don't change them now.
It actually looks like those plants are being given plain water. Coco has no nutrients. You have to feed in coco from day one. Even starting seeds in coco the coco should have been charged with nutrients.
