I doubt the uniformed military would allow the use of nukes by Trump, it would be an illegal order on several levels. First use of nuclear weapons would have severe consequences for America. No one is gonna take such an order from some Trump weenie with 2 weeks of government service left. Using nukes is a life changing and possibly ending probability for any officer involved right down to 2nd lieutenant. If they nuked a city in Iran they would pay trillions in compensation and be cut off from the rest of the planet including this country. With in a decade an American city or several would be nuked with smuggled nukes as retaliation.
