Can I keep clones in veg for months under low light?

Hello, so I grow on my balcony and I only get direct sunlight from Mid Augusto to Mid March. I took some c99 clones now and I was wondering if I can keep them vegging, perhaps not growing much under indirect light or a 3w LED for months until I get direct sunlight again in August?

3 watt is probably to low of intensity they will flower

You could do it under a double t5 that is 4 foot long and at about 108 watts you will only see a small blip on your power bill
