Where I live in Nova Scotia we have weather like they have in Texas for months on end in the winter, the wind turbines work just fine. I dunno why cold weather should take down a wind turbine, there's not much to freeze up on them, they do feather and brake them in very high wind conditions for safety. The gearboxes have to have a lighter grease otherwise it reduces power, just like our cars before you let them warm up and drive off (for us cold weather denizen. You have more danger of blade icing than on the prairies, it is a dry cold here. Frost and ice buildup can cause the blades to be unbalanced and vibration to occur. Also the ice changes the airfoil shape of the blade and makes it less efficient. Why do you think our power lines are still above ground?This situation reminds of something the cable company told me one time when I ripped out a cable line that was laying just under the freshly placed sod.
When I told them the line wasn’t put in properly they said “it’s cheaper to go around fixing the ones that get messed up, than it is for us to put them in right the first time”
