I always keep my seedlings / clones under a T5 for as long as possible because it's almost impossible to harm them as long as they don't touch the bulbs.. Also definitely too wet. Flick them downward with a hard stop, like an elevator falling, to remove the excess water. Not hard enough to injure the stalks though. And just keep them about that moist. Water them often, flick out the excess, and put them under the T5 until you have a lot of roots jumping out of the bottom. Then do the same flick thing with the bigger rockwool blocks once you transplant them. You really want as little water as possible until they get fairly big.
