they are just using that name to bring in customers. buying an ar parts kit and a full receiver are legal. you can build your own with mostly common hand tools and a few specialty tools. but these are traceable by serial #s.
a "real" ghost gun is one w/o serial #s. and/or one where it's 3d printed.
While it is 100% legal to complete and build your own AR 15 on an 80% lower receiver without any type of serialization or registration, one should be aware of a few facts.
- First, your firearm cannot be traced in the event it is lost or stolen.
- Second, you may be called into question about the possession of such a firearm if your vehicle or home is ever searched by law enforcement. Although 100% legal, make sure you know the law and be even more certain you can defend your right of non-registration adequately.

The Laws to Build Your Own AR 15
According to the
Bureau Of Alcohol, Tobacco, Firearms And Explosives (BATFE) the only part of the AR-15 that requires a Federal Firearms License (FFL) transfer at the time of purchase is the serialized lower receiver. This would refer to the serialization designated to a finished lower by the manufacturer prior to its sale. The only exception to this law would refer to the sale of 80% lower receivers, which the BATFE does allow to be sold without serialization or an FFL transfer.
An 80% lower receiver is simply a lower receiver which is inoperable due to in-completion on the part of the manufacturer. 80% lowers do not meet the BATFE’s legal definition of a firearm, due to the fire control group cavity remaining unmilled and in its original state. This is why it has received the name, “80% lower.”
