I had alot of those on a specific plant or two, didn't notice any I'll effects.Someone may disagree from a different area though.I've noticed these on my outdoor plant.
Seem to always find 1 or 2 on there. They hang around the stem. I'm 5 weeks into flower so unsure if I should spray so avoiding.
Any advice appreciated.

They are jumpy and hard to catch, and their bodies or whatever are pretty hard- not always easy to crunch between fingers, even when you can catch them.Leaf hoppers can be detrimental to an outdoor crop. They lay egg clusters that look like someone hocked a lougie right into the stem where the leaf comes out. Hate them jumpy little fuckers. They'll always be around, but you don't want them taking up residence on your plant and filming 'it's a bugs life 2' on it.

This is a leafhopper.. Not sure what you got there.
Looks just as harmless as this guy
In my outdoor grows i have never had one hang around long enough to be a problem. They can be vector for disease. Insecticidal soap will work fine and best as preventive but can be sprayed in flower
We need to stay vigilant against the harmless leaf hopper. They are spreading cannabis specific disease around the world not a joke, whole hemp farms are being hit with photoplasma blight type shit. I’ve seen it in mixhigan now multiply times as the spread is coming south from CanadaIn my outdoor grows i have never had one hang around long enough to be a problem.
Took a pic of that one cuz it was good lookin for a bug.
Serious question, what is a cannabis specific disease? I didn’t realize there were diseases that only affected mj
