700 aint nothing bro, you can push it to 950 easy with no C02..just keep feeding them because they will grow faster/fatter under them par readings

OK, so my leave temp is 20.3 degrees C on leaves that are 700-800mm from light. And the PPFD map is as follows @315W draw.

The two-meter pics are from directly under fixtures, and at bud hight.

Your lights are 24" - 600mm away from plants and they're dimmed to 215 watts.
Check out the Green Numbers below - 24" away. 580 in the centre and that's at 315 watts.

However, the numbers arent to dissimilar from these, going off the green numbers.

Android here as well, "photone" app seems more reliable than the previous app I had but still its just a "best guess" and used to average out the hot spots not get a specific number. Should probably invest in a proper apogee sensor for that.

Have you tried "PPFD Meter- Grow Light Meter"

Think I've tried that app, try the Photone app for us and see what you get. MAke sure you point out the right light setting before reading.

I was using the Photone app for a while and then found a steal on Ebay for an Apogee 500, the Photone app was not to far from the Apogee when the lights were 100% It's the low light areas where the photone app was a little off.

When the flowers are developing, the pistils (hairs) are all white for a while. I'd consider that the first flush. Then once most of the first flush have turned brown, some plants will put out a significant number of fresh white pistils, not nearly as many as the first flush but still noticeable (a second flush). Then as they mature, fresh white ones will keep slowly trickling in (not really a "flush" per se because it's not all at one time).

I'd wait at least until you're in that "trickling in" phase, when all the "original" hairs are brown. I would say wait until 100% of them are brown all over, but a lot of plants will keep spitting out a couple fresh ones here and there literally forever, so I just go by 100% of the initial one or two flushes

Wait til they are begging to be chopped..lol, not when they are still fresh.. like old folks walking around with hunched backs, let them live out their lives man.

Here we go, it seems much different to the first app I was using. However, I'm still concerned about the leaf "tachoing"... This indicates either heat or light stress, no? It cant be heat stress, as the room doesn't get above 20, or below 13 degrees C. So it would suggest light stress, wouldn't it?

I have also used these bulbs for about 2 years and about 7 flowers now.. so may need some new bulbs, however that still doesn't explain the tacho

You are right around when they should be exploding
You may consider raising the light and bringing it up to 100%
A little tip burn is common as many people really push their plants, it shouldn't hurt anything

Also, where can I buy a PPFD map to lay out to get consistent readings and distances to the fixture? I want to run some tests when this grow finishes.

Defiantly change the bulbs. That's a low PAR. My first reaction to tacoed leaves is the VPD. You want that to be at about 120-150 at this point of the grow. Some are really anal about vpd, some dont give a rats ass, I'm in between.. whats your air movement like, how many fans you got going? TYhe other thought is maybe a deficiency, my guess is potassium.
