They definitely weigh the whole plant and if they want to be assholes they could weigh the soil too.

And no, I don't think the hemp making idea would fly since its illegal to grow hemp.

most states have an amount they estimate a mature plant is at harvest. Even if you have a clone that just got cut they can call that a pound if thats the amount they estimate

lol hemp isnt illegal rofl, therees hemp in loads of shit, braclets,hand bags, sacks, hats, clothes in general, theres hemp shops where i live, they even use seed extract in oils n shizzz, and yes u can get a buisness license

that isnt connected to growing the plant. I think you can grow hemp but you dont get high from it and the govenment has to tax your income if you grow it.

Summary: The Illinois Senate approved Senate Resolution 49 establishing a task force to "study the economic viability of industrial hemp … and report its findings and recommendations to the Illinois Senate." The state study was completed in January 2000.

There are a bunch of other states where industrial hemp is legal to grow.

From what I can tell here, the feds still claim it to be illegal. Maybe Obama will turn that around. There has to be a market created and those that already fill that niche with synthetic products will not let that go unchallenged.
