it is possible there is a loose connection somewhere.
a loose connection on the neutral from the main feeds in the panel box will cause you problems.
with a loose neutral, as you use more power the voltage will get lower and lower. when the voltage gets too low your ballast can drop out. so on start up of the a/c condensor unit it will need high start up amps dropping the voltage down. as the amps come down after the a/c gets running the voltage will go back up and the light will restart. not good for the ballast or the bulb.
problem could also be coming from the power companies lines.

do the rest of the lights in your house go dim when the a/c starts?
can your grow light be used with 220 volts?

I agree. Check the connections on your AC unit, make sure the ground isn't loose/broken/corroded. Good luck on your test!

green cross had an idea Get an uninterrupted power supply for your light. Link i would do this as a last resort, but it may also solve the problem of the hot restarts on the light. it wont fix the may issue with the electric but i may save the ballast and bulb.

lol man i hope not. thaty wasnt what i wanted. all i wanted was for him to get his light working and maybe show us some pics of the girls.
do you think i should send flowers?

No im still here i just decided to go get drunk instead of fucking with it any more. Im just leaving my ac on for now.
