it is possible there is a loose connection somewhere.
a loose connection on the neutral from the main feeds in the panel box will cause you problems.
with a loose neutral, as you use more power the voltage will get lower and lower. when the voltage gets too low your ballast can drop out. so on start up of the a/c condensor unit it will need high start up amps dropping the voltage down. as the amps come down after the a/c gets running the voltage will go back up and the light will restart. not good for the ballast or the bulb.
problem could also be coming from the power companies lines.
do the rest of the lights in your house go dim when the a/c starts?
can your grow light be used with 220 volts?
