No one has said that they are. Time for you to realize that is a non-issue.
It is the poor Mexicans coming from these villages to America in abundance who do see it as very fitting and natural to be attracted to a 12 year old girl, or any girl who shows signs of "maturity."
Saying NO to them in these villages is literally laughed at.
