So whats the difference between HPS and CFL??

Shit, If you have the money, buy both. Veg with CFL's and Flower with HPS. You won't be running both at the same time so your bill is fine.

Thats irrelevant because the hps cant be put close...
it's completely relevant, the lumens decrease dramatically when the cfls are further away from the plant as opposed to the HID, if you ever get a light/lumen indicator you'll see what i mean.
An air cooled reflector is designed specifically for HIDs to be placed closer to the plant so the heat that the bulb produces is ventilated out, it's not the light intensity that burns the plant it's the heat.
And i grow my plants as close as i can get without burning, which is about 8-10 inches.
And besides he said he wanted a 250W hps which in my opinion is INFERIOR to the CFLs with the comparable wattage. The 250w HPS does not convert electricity to lumens as efficiently as the 400 or 600w hps.

Thats the problem I dont have the money, I'd have to work for it. I can get a decent HPS system for £200 but then I have to invest in ventilation (another £200-£300) So Im either spending over £500 on a HPS system or £50-£60 on a single CFL. If I knew it would make a significant difference I'd go for the HPS..

Actually cfls will get pretty warm in a enclosed space. Have a lil table fan and youll be set :)
A fan dosn't cool the grow room down it just circulates the air within the room. (If the temperatures 30c in the room then its circulating 30c air) I'd need to buy an intake fan if temperature became a problem (this would bring fresh air into the room) Instead of buying an intake fan it would be easier just open the doors 5-6 times a day. It would have the same effect.
