There are many ways a person could do it, depending on the amounts needed. The most common way that I have heard of people being successful is mailing it in a flat rate priority mail box. I have heard of a lot of people doing it and I would be willing to wager that there are hundreds of pounds of grass being carrried by government postal workers without their knowledge. When transporting and worrying about dogs, it helps to u.derstand how they smell weed. The dogs cant smell through pla$tic, when they do smell stuff its residues left on the plastic from handling the product. Your friend should vaccuum seal his stuff, then wash his hands thouroughly with alcohol and then scented.soap. Same thing to the bag. Dry it off, and vaccuum seal it in a second bag. It is important to ensure safety that your friend not handle weed befor packing it into the prepaid, pre addressed box and taking it to a postal center 30 minutes befor the mail is regularly collected. If your friend wants to go even more overboard, they can smear vasoleen around the outside of the second vaccuum sealed bag and vaccuum seal it a third time. Its going overboard, but whaever. Suprisingly one can find a cheap vaccuum sealer at a thrift store. Usually at least. A person, or your friend could do up to a pound at a time that way. But I wouldnt reccomend breaking the law, it can bring unwanted consequences. There are safe ways to bring larger amounts too, just a bit more expensive.
