Germanys Government pays everyone unemployment when they become unemployed, but the amount paid is extremely small compared to other European states and it's a nice balance of fairness because they kick "long term unemployed" off.Germany has a very large welfare state. Far larger than anything liberals could hope to accomplish here.
The Federal EU (IMO) will basically be the same as the way the United States is run, individual nations will elect representatives to the European Parliment much like how your State and Federal Governments.
