No, I am going to argue that an enumerated power is not an authoritative command.
listen guy congress has been mandated per the Constitution to set up ( establish ) a postal service..
for some reason you stuck on that word enumerated powers so lets break that down

so in short.. The Congress has a list, count, or number of items it can do or act on in a certain way.

The Constitution mandates that one of these powers be to establish a postal service...

Lol you were fine until the last sentence. You are correct that it is a list of things it has the power to do. Show me where it is commanded.

ok let me try it this way ( and not being funny )...if your mother ( the constitution ) gave you (Congress) charge of a list of things to do ..one being to establish a clean room...what did your mother just do. She pretty much just commanded ( mandate) you to clean your damn room..What do we now ignore mother ( constitution )

Mother didn't say "you must" do this or "you must" do that, she said "you may" do this and "you may" do that.
